A New Chapter for Egypt’s Public Services: Parliament Approves Blockchain Certificates

We’re proud to share a milestone that brings both excitement and deep purpose to our work at The Capital Center. The Egyptian Parliament has officially approved a proposal to utilize blockchain technology for issuing and verifying university certificates—a decision that completes a vision we’ve been working on for more than a year. This isn’t just another policy win. It’s a step toward building Egypt we believe in—one where technology empowers people, government services are accessible and trustworthy, and innovation is used to serve the public good.

From Idea to Impact: Three Proposals, One Vision:

Last year, in September, at Atlas Network’s Radical Innovation Summit, our project won in the Shark Tank Competition. The winning project was ambitious: to prove that decentralized technologies like blockchain can transform public services in Egypt, making them more transparent, efficient, and citizen-centered. The project was focused on three critical areas that affect millions of Egyptians every day:

1. Land registration: Modernizing Egypt’s real estate registry with blockchain to protect property rights and prevent fraud.

2. Healthcare: Building a decentralized digital health record system to support the rollout of the Universal Health Insurance System.

3. Education: Securing university degrees and academic credentials with blockchain to eliminate forgery and simplify verification.

With the Parliament now approving the third and final proposal—University Certificates—we can say with confidence: we’ve completed what we set out to do. But we’re not stopping here.

When MP Amira El-Adly presented the proposal before the Committee for Suggestions and Complaints, she wasn’t talking about blockchain as a buzzword. She was talking about trust. About dignity. About making sure that when a student graduates, their certificate can never be faked or lost. About cutting through bureaucracy and giving people easier access to what’s rightfully theirs. The session included experts like Dr. Sherif Keshk, Ministry of Higher Education, and Dr. Mahmoud Fakhreddin, Ministry of ICT, who recognized the urgency of adopting a national strategy to put this into action. The committee responded by officially recommending that the ministries develop an implementation plan as quickly as possible.

A Moment of Pride and a Call to Action

At the Capital Center, this is a proud moment. But more importantly, it’s a proof of concept. It shows that with the right policy ideas, dedicated partners, and citizen-driven advocacy, real change is possible.

Decentralized innovation is not just about technology—it’s about fairness, efficiency, and restoring trust in public systems. When we build services that are transparent and resilient, we improve people’s lives in real, tangible ways. said Emad Naguib, the Executive Director of the Capital Center.

We’re also grateful to our partners at the Cairo Liberal Club, whose work in youth engagement, policy dialogue, and public awareness played a huge role in moving these proposals forward. Together, we’ve helped bridge the gap between emerging technology and public policy—and brought Egypt one step closer to digital, citizen-centered governance.

What’s Next? Building the Future, One Block at a Time
Now that our first blockchain initiative has reached full parliamentary adoption, we’re expanding our focus to new areas of decentralized public innovation, including: Digital identity for citizens, Transparent public procurement systems, Decentralized citizen feedback and complaint tools. These are not dreams. They’re projects in motion designed to align with Egypt Vision 2030 and create meaningful impact across sectors. At Capital Center, we believe that innovation should serve people, not the other way around. And today, with this milestone behind us, we’re more committed than ever to using bold ideas and practical solutions to improve the quality of life for every Egyptian.
